It measured exactly 17" The circle of fabric that was removed measures 15"
Now it seems that my error must have started prior to the outer band. When I tried to sew it again it just wasn't sitting in nicely so I removed it once again. Then I got this idea that I would just lay it on top and applique it down. That fit.
